Do you really want your puppy around your parakeet? The simplest solution is to keep them separated.

If you feel that they should socialize together, then you must train your puppy to accept the parakeet. That means a lot of work on your part because this will take some time. You need to reward your puppy when he is good and CALM around the parakeet (initially you will want to keep them quite far apart and bring them closer as your puppy gets better) and disclipine the puppy if he acts aggressive. A firm "no" is usually sufficient for this. Take small steps toward your goal each day. Your training should only last a couple of minutes at a time.

I also recommend keeping your puppy on a leash while you are training him. Obviously it is important to have him under control at all times.

You should also consult with a trainer and better yet, get your puppy into a puppy class with some basic obedience. Dog behaviour can be quite complex and you don't want to do it the wrong way or you could cause even more problems.
