Old saying is whatever they are at 12 months add 2 hands to maturity! It's not been far off for my boy who was about 14.2 at 12 months and is at 4 16.3. There are a couple of string tests which people seem to think works, look them up on the horse and hound forum as they are quoted a fair bit there.
