One of the things I did look for is how you interact with other people. How do you handle stress?? How will react when you are confronted with someone yelling in your face? How tolerant will you be? These things are hard to judge while the candidate is sitting in a room during an interview. How are you going to be enforcing local ordinances? No one wants someone that "flys off the handle" when finding someone "breaking the law" (parking too close to corner, driving without a seatbelt, etc).
A supervisor does not want a call from someone that says he got a ticket for parking in a no parking zone. He is not calling about the ticket, he is calling to tell the supervisor that the CSO issuing the ticket treated him so bad that he "almost punched them out! The only thing that stopped him was the uniform. No one should be treated that way in front of his family!".
As you can tell, interviewing is not an exact science.
