Consultancy opportunity: REVIEW OF TI’S SDG ADVOCACY TOOL

Dear MandE Network,

Transparency International (TI) Secretariat is inviting expressions of interest from individual consultants or a team of consultants to carry out the review of TI’s SDG research-based advocacy tool and assessment of the advocacy work around the research findings.

Location of Consultancy: Remote/ Home Based

THE ASSIGNMENT
The Transparency International Secretariat (TI-S) in Berlin is seeking a consultant/ team of
consultants to assess
• whether the SDG Shadow Reports are an adequate tool to inform effective overall
advocacy approaches facilitating uptake of recommendations that should ultimately
lead to greater impact and progress in the fulfilment of SDG16 - and in addressing
sustainable development, inequality and justice more widely at national, regional and
global level.
• how well the research methodology is assessing framework conditions of national
anti-corruption systems in a coherent, robust and consistent way and is finally
fulfilling the tool’s five main aims.
• the capacity requirements (time, human, incl. skills/ expertise, and financial) of this
tool as well as it’s sustainability in the TI Movement.

This analysis will be enriched by the consultant(s)’ ability to compare the different reports
and linked advocacy strategies at different national and regional contexts. The consultant/
team of consultant is expected to recommend improvements to the current approach, or
alternatively other and more effective advocacy approaches, likely to lead to outcomes that
are more impactful.

EXPECTED DELIVERABLES AND TIMELINE
The anticipated commitment is of maximum 35 working days between February to May
2019.
The expected deliverables of this consultancy are:
• A structural outline and refined methodological note, incl. an execution plan responding
to the ToRs and an initial briefing meeting.
• A draft report for review and comments by TI-S including annexes covering conducted
interviews, questionnaires and list of reviewed documents.
• A validation of key findings with internal as well as external stakeholders.
• A final report, approximately 30 pages in length.
