Data Scientist in Germany

The German Institute for Development Evaluation (Deutsches Evaluierungsinstitut der Entwicklungszusammenarbeit; DEval) conducts independent and methodologically robust evaluations of the German development cooperation. It develops relevant evaluation methods and standards, strengthens evaluation capacities, and cooperates with research and other evaluation institutes in Germany and abroad. Our objective is to contribute to evidence-based policy-making and to national and international discourses on aid effectiveness.

The Competence Center for Evaluation Methodology is seeking an Data Scientist.

The Competence Center for Evaluation Methodology is responsible for evaluations and the development of evaluation methods and standards. As a crosscutting department, it conducts its own evaluations and supports and advises the other departments on methodological questions.

As an expert in data science you will work mainly on the application and development of (quantitative / econometric) methods in different evaluations at the institute. Furthermore, you will develop a central filing system for primary and secondary data sets from the institute´s evaluations and support the institute in the future in using big data for evaluations.

Your tasks:

•Establishment of a central management system for existing and newly collected primary and secondary data – in line with data protection regulations. The system should be able to house different quantitative and qualitative data types (surveys, interview transcripts, audio/video/geodata, etc.)

•Development of (quantitative / econometric) methods and supporting team with portfolio analyses, social media data, etc.

•Collaboration on the elaboration of methodological standards and development of methods, in particular in the area quantitative methods and use of big data

•Participation in the design and implementation of evaluations at the institute, in particular the quantitative components

•Preparation of expert contributions to evaluation and methods research

Your qualifications:

•Completed academic studies at the university level, preferably a PhD
•Very good knowledge and work experience in quantitative econometric methods and designs, ideally in development cooperation, development economics, or broader social science research
•Relevant professional experience (after graduation) in scientific and/or evaluation work
•Professional experience in and knowledge of database development and/or maintenance
•Knowledge of data on development cooperation (IATI, OECD-CRS, UN, World Bank, etc.) is advantageous
•Knowledge of R and/or Python, and SQL or the willingness to familiarize yourself promptly
•Knowledge of analytical methods in the field of machine learning / data mining (e.g. for the analysis of remote sensing and social media data) is beneficial
•Social, and especially gender and teamwork competencies are required
•Very good command of German and English
