Expressions of Interest: Monitoring and Evaluation Officer in Georgia for Solidarity Center

The Solidarity Center is seeking expressions of interest for a Monitoring and Evaluation Officer to join a project team for a potential US Government-funded program to support effective labor law enforcement in the Republic of Georgia.

The Solidarity Center is the largest U.S.-based international worker rights organization helping workers attain safe and healthy workplaces, family-supporting wages, dignity on the job and greater equity at work and in their community. Its programs are based on the fundamental principle that working people can, by exercising their right to freedom of association and forming trade unions and democratic worker rights organizations, collectively improve their jobs and workplaces, call on their governments to uphold laws and protect human rights, and be a force for democracy, social justice and inclusive economic development. Founded in 1997 and allied with the U.S. labor movement, its programs in more than 60 countries focus on human and worker rights awareness, union skills, occupational safety and health, economic literacy, human trafficking, women’s empowerment and bolstering workers in an increasingly informal economy.

The M&E Officer would report to the Country Program Director and would be responsible for the monitoring, evaluation and learning activities for the project, including developing and implementing the M&E processes for activities and data reporting requirements. S/he will also ensure that project outcomes are assessed and data is analyzed in a timely manner that informs project decision-making. S/he may also lead capacity building of M&E with project partners. The position will be located in Tbilisi, Georgia, with an anticipated start in January 2019. This position is contingent on project funding.

The ideal candidate will have:
• Minimum of five years of experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
• Experience establishing and maintaining systems for performance management.
• Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
• Experience building and maintaining working relations with stakeholders.
• Ability to facilitate and serve as project liaison for externally-managed evaluations.
• Proficiency in Excel and Word is required; experience with databases or statistical software is preferred.
• Fluency in Georgian and English (written and spoken).
