Expressions of Interest: M&E Officer for the Solidarity Center in Uzbekistan

The Solidarity Center is seeking expressions of interest for a Monitoring and Evaluation Officer to join a project team for a potential USG-funded program to improve the capacity of civil society to better understand and address child and/or forced labor abuses and to promote acceptable conditions of work in a particular sector. The M&E Officer would report to the Country Program Director and would be responsible for the monitoring, evaluation and learning activities for the project, including developing and implementing the M&E processes for activities and data reporting requirements. S/he will also ensure that project outcomes are assessed and data is analysed in a timely manner that informs project decision-making. S/he may also lead capacity building of M&E with project partners. The position will be located in Tashkent, Uzbekistan with an anticipated start in January 2019. This position is contingent on project funding.

- Minimum of five (5) years of professional experience in a senior M&E position responsible for implementing M&E activities of international development projects.
• Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
• Bachelor’s or Master’s degree in statistics, demographics, public policy, international development, economics, or related field. Master’s degree or Bachelor’s plus an advanced certificate in M&E, statistics, or economics preferred.
• Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, and developing M&E and/or performance monitoring plans.
• Ability to facilitate and serve as project liaison for externally-managed evaluations.
• Fluency in English required. Fluency in Russian or Uzbek, preferred.
