Resident M&E Manager: Malawi

The National Democratic Institute for International Affairs (NDI) is seeking to hire a Resident Monitoring and Evaluation (M&E) Manager in Malawi to implement a technical assistance program. A well-qualified candidate will possess experience implementing large democracy development programs in Sub-Saharan Africa, particularly related to elections and governance, and the ability to administer program activities, finances, and personnel in a challenging operating environment. The Resident M&E Manager will primarily be based in Lilongwe, with significant travel to Blantyre and other regions as necessary. S/he will work with the Resident Director tosupporta multi-year program.

This position is subject to donor approval. The anticipated start date will be in July 2018. Salary is commensurate with experience.


  • Leads and coordinates the design and implementation of performance monitoring plans and work plans in cooperation with the Resident Country Director and other program staff
  • Develops indicators of success and methods of measurement and conducts baseline assessments based on the program's objectives
  • Maintains strict data quality, confidentiality and security standards in compliance with NDI and donor to ensure responsible data policies and procedures
  • Develops tools for collecting information necessary to monitor and evaluate program activities such as surveys, interviews and focus groups studies; identifies relevant secondary sources of information; trains staff to use these tools/sources; and oversees the collection of M&E data
  • Collects data on program results and impact and, based on this information, prepares and submits regular reports in accordance with internal and external reporting requirements
  • Trains and assists program staff to identify and highlight achievements of stated objectives and outcomes
  • Assists program staff to produce data-driven publications for key stakeholders that illustrate best practices, lessons learned, success stories and the value of NDI's program in Malawi
  • Ensures that M&E findings and reports are effectively shared with appropriate internal teams
  • Analyzes program priorities and timelines to ensure that they are realistic and achievable
  • Participates in periodic assessment of program partners to gather input for program needs
  • Participates in, and contributes to Malawi team meetings by providing updates and guidance on performance monitoring issues and compiles bi-weekly reports for distribution within NDI
  • Undertakes other responsibilities as directed to meet the fluid needs of NDI's program in Malawi

  • Graduate degree required; concentrations on international affairs, public policy or a related field preferred
  • Minimum of eight years of professional experience in performance monitoring, specifically collecting and analyzing data; working with program staff to identify program impact; writing/editing/publishing reports, preferably in an international nonprofit organization or government agency
  • Experience with evaluation tools and methods such as surveys, interviews, focus groups, and research from secondary sources
  • Excellent English writing skills, including experience writing and editing reports, proposals, and publications
  • Excellent oral communication skills to effectively present information and respond to questions, particularly in a training environment
  • Ability to develop monitoring and evaluation mechanisms that are appropriate for the political context in Malawi
  • Familiarity with USAID regulations and reporting requirements and methodology
  • Strong interpersonal skills and cultural sensitivity to effectively interact with diverse staff
  • Comfortable leading and coordinating M&E efforts for internal NDI program team and external M&E partners
  • Self-starter with ability to work both independently and as a member of a team
  • Ability to analyze and resolve problems as they arise
  • Ability to multi-task and manage time effectively
  • Ability and willingness to travel to regional locations, which are often remote and difficult to reach
  • Proficiency in Microsoft Access, Excel, and other shared database software platforms
