Consultancy for M+E Guidance package for "Safer Cities for Girls"

In 2012 and 2013, Plan International undertook a study to understand how safe and inclusive the cities of Cairo, Delhi, Hanoi, Kampala, and Lima were for adolescent girls. Based on the study’s results, the Theory of Change and a programme implementation plan for the Safer Cities for Girls Programme was developed. The programme has been implemented since 2014. In 2017, an external evaluation revised the relevance and effectiveness of the programme and found the continued relevance and utility of the programme goal and objectives and a strong overall structure of the programme. The elements of a programme monitoring, evaluation, and learning (MEL) system have been developed (Theory of Change , Logframe, Results Framework, Baseline reports, data collection tools) but the evaluation recommended to revisit the M&E Framework, including the existing M&E results, indicators and data collection tools. It also became clear, that there is a need for more guidance on the actual implementation of the M+E Framework.
Based on these recommendations, the results framework was revised. The consultancy’s aim now is to build on the new results framework and to develop a comprehensive guidance package, including revising existing and developing new data collection tools. It is also expected that the consultant(s) will provide recommendations on how to ensure coherence with the scaling up strategy developed last year for the Safer Cities for Girls programme.
