Request for proposals: Impact evaluation of radio discussion program in Niger

A professor at the Department of Political Science at Michigan State University is seeking to contract a research organization to conduct an impact evaluation of a radio discussion program in Niger. The evaluation will focus on the effects of exposure to the discussion program on Nigeriens' political knowledge, attitudes, and behaviors.

The evaluation will involve a field experiment, using a symmetric encouragement design. The contracted organization will be expected to follow protocols developed by the researcher, but the researcher is seeking a partner that will be an active participant in revising protocols to produce the best design.

The main activities of the evaluation will include:

1. A brief face-to-face survey in Niger to identify potential subjects for the study (N=2300)

2. A baseline survey (face-to-face) (N=1380)

3. Weekly phone messages sent to all subjects, over a four-month encouragement period, following the baseline (N=1380)

4. Brief monthly phone surveys with all subjects, during the four-month encouragement period (N=1380)

5. An endline survey (face-to-face) (N=1380)

6. Brief follow-up phone surveys with all subjects, at one month, two months, and six months after the endline (N=1380)

Interested organizations should have significant experience conducting high-quality survey work, including demonstrated best practices in protection of human subjects. Past work in the Sahel essential; experience in Niger preferred. Experience with experimental designs is not necessary, but staff must follow appropriate protocols with regard to randomization of certain communications with subjects.

This request for proposals is aimed at established research and data-collection organizations.
Given the number of staff that will be required to complete the study, individual researchers should not apply.
