Monitoring and Reporting Specialist: Middle East and North Africa

The National Democratic Institute for International Affairs (NDI) seeks a Monitoring and Reporting (M&R) Specialist to provide support to the Middle East and North Africa (MENA) regional team by contributing to planning, design, monitoring and reporting for democratic development projects incollaboration with others. The position provides guidance and liaises with DC teams and field offices ensure programs meet multiple donors' requirements for program monitoring tools and donor reporting.

Primary Responsibilities:

  • Guide MENA DC headquarters and field-based teams, including country programMonitor and Evaluation (M&E)Officers, in identifying, developing and utilizing performance monitoring toolsand systems to strengthen program management and donor reporting
  • Spearhead efforts within the MENA team to develop appropriate indicators of success andmethods of program impact measurement
  • Work with MENA teams to meet donorrequirements in performance monitoring and reporting and effectively convey stories about program results
  • Contribute to the design and articulation of logframes and appropriate monitoring components for proposals
  • Guide MENA-DC and field-based teams, including country programM&EOfficers, in setting up and maintainingM&Esystems
  • Support MENA team staff in responding to donor evaluations and dataquality assessments
  • Act as liaison to the Monitoring, Evaluation and Learning (MEL) team and support MENA participation in the Institute-wide Community ofPractice for M&Estaff
  • Design and coordinate orientations, trainings, workshops and information dissemination onM&E and provide coachingto MENA staff
  • Support MENA team members in recruiting qualifiedM&Estaff and/or experts; managingcontracts to ensureM&Econsultants
  • Travel to the region to provide technical support and training to field-based staff as necessary

Required Skills and Experience:
  • Bachelor's degree in social science research or related subject; the equivalent combination of education and experience can be considered in lieu of degree
  • A minimum of six (6) years of work experience in the democracy and governance field,with at least two (2) of those years in a professional level roleperformance monitoring and evaluation work
  • Experience in working collaboratively or developing results-oriented program design, strategic planning and programevaluation
  • Experience in identifying and integrating sound data collection tools and methods (e.g., surveys, interviews, focus groups, secondary research data) into performance indicator monitoring systems
  • Experience in using databases to manage, analyze and visualize indicator data for donor reporting and team utilization
  • Strong interpersonal skills and cultural sensitivity to effectively interact withall levels of staff at DC-headquarters and within the field offices as well as partners and donors
  • Superior oral and written communication skills
  • Exceptional analytical skills for interpreting complex program issues
  • Experience in supporting international development programs funded by the USand other donor governments
  • Ability and willingness to travel to regional locations, which are often remote anddifficult to reach
  • Ability to lead, inspire and motivate staff in the use of new concepts, tools and processes
  • Familiarity with donor M&E requirements, including USAID and US Department of State requirements
  • Demonstrated knowledge and/or competency in program design, monitoring and reporting
  • Demonstrated analytical, critical thinking and data visualization skills
  • Demonstrated technical ability to utilize databases (Access, Salesforce, etc)
  • Ability to provide hands-on guidance and technical assistance to team members
  • Working knowledge of PC-based and Google word processing and spreadsheet applications


This is a full-time position. Core hours of work are Monday through Friday, 8:30 a.m. to 5:30 p.m however there may be flexibility depending on department needs. Occasional evening and weekend work may be required as job duties demand.

There is an expectation this position will internationally travel to assist with regional field offices. There may be occasional local travel but rare.
