Monitoring, Reporting & Compliance Officer

The National Democratic Institute for International Affairs (NDI) seeks a Monitoring, Reporting & Compliance Officer to work with its Monitoring, Evaluation & Learning (MEL) team as part of a small, DC-based program support unit for NDI worldwide. Under the guidance of the M&E director, the Officer will support regional and field staff in using an indicator database, tools and processes for program design, start-up and management. The position will liaise with other institutional units to ensure that programs meet USAID and other donor requirements for program monitoring, data quality and utilization, reporting and collaborative learning and adaption (CLA). This position has some supervisory responsibilities.


The key duties and responsibilities of the MR&C Officer are as follows:
  • Support regional staff in the design and implementation of complex democracy assistance programs:
  • Provide assistance on program proposals, including helping to develop M&E plans, logical frameworks, performance monitoring plans, M&E narratives and budgets
  • Provide technical support for data collection, quality assurance, analysis and learning processes, including setup of M&E systems in the field
  • Support teams' responsibilities to contribute to a database for managing, analyzing and reporting on programmatic data
  • Review donor M&E requirements
Manage roll out of an indicator database:
  • Collaborate with NDI staff and consortium partners on database management
  • Operationalize program indicators and data entry for database
  • Create and guide staff in protocols for data collection, management and entry
  • Deliver training on the database and reporting requirements to program teams in DC and the field
Support MEL projects:
  • Support quantitative analysis and visualization of data
  • Provide statistical support for quarterly, annual and other reporting requirements
  • Bachelor's degree in social science research or related subject; graduate degree preferred
  • A minimum of seven (7) years relevant work experience designing, managing, monitoring, evaluating and reporting on domestic and/or international development programs. Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis
  • Experience contributing to sound monitoring and reporting strategies as part of the proposal development process for projects related to democracy, human rights, and governance
  • Experience in developing and operationalizing SMART indicators for challenging contexts
  • Experience in setting up and maintaining monitoring and reporting systems in diverse and challenging environments
  • Experience with quantitative data analysis and visualization
  • Experience training program staff in performance monitoring and reporting, including database skills and data analysis
  • Experience with programs and/or initiatives relevant to NDI's work in citizen participation, women's political participation, youth, political parties, elections and/or legislative affairs a plus
  • Familiarity with donor M&E requirements, including USAID
  • Living and working experience outside the U.S. preferred
  • Demonstrated knowledge and/or competency in program design, monitoring, reporting and evaluation
  • Demonstrated ability in establishing performance monitoring systems including:managing policies and procedures for routine monitoring, reporting and use of data for program management, adaptation and improvement
  • Demonstrated ability to manage data quality assurance policies and procedures appropriate to the type of data, data sources and financial resources available, including providing guidance and support in data auditing
  • Demonstrated ability to guide the design and implementation of data management and retrieval systems (i.e., databases); provide guidance on ethical standards for data confidentiality and security
  • Demonstrated understanding of USAID M&E and CLA requirements
  • Excellent quantitative analysis and data visualization skills
  • Demonstrated analytical abilities in descriptive and/or inferential statistics including use of statistical software (SPSS,STATA, etc)
  • Demonstrated ability to utilize databases (Access, Salesforce, etc)
  • Strong problem solving and critical thinking skills and ability to draw evidence-based conclusions
  • Excellent interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, US and foreign government personnel, members of donor organizations, funders, and policy makers
  • Ability to lead, inspire and motivate staff in the use of new concepts, tools and processes
  • Ability to provide hands-on guidance and technical assistance
  • Excellent oral and written communication skills to effectively present information and respond to questions
  • Capacity to work both independently and as a member of a team
  • Smooth multi-tasking among multiple responsibilities
  • Working knowledge of PC-based and Google word processing and spreadsheet applications
  • Foreign language ability applicable to one of the regions where NDI works
  • Ability and willingness to travel to regional locations, which are often remote and difficult to reach
