Seeking Short Term Technical Assistance as M&E Manager

Background:

Position Summary:
Under the guidance of the Monitoring, Evaluation and Research Manager, the M&E Manager STTA contributes to the effective implementation of overall M&E strategy for a Creative program. The position is short-term.

Reporting & Supervision:
The Senior M&E Associate will report to the Monitoring, Evaluation and Research Manager.

Responsibilities:

• Contributes to shaping program M&E strategy;
• Analyzes field data and works with the M&E Team to oversee data collection efforts;
• Produces routine monitoring and final evaluation reports;
• Establishes/refines monitoring systems and tools to measure project progress;
• Develops/refines methodology for field data collection; surveys and survey instruments;
• Contributes to writing of baseline, midline and endline assessments;
• Coordinates with programmatic staff to facilitate M&E activities and promote M&E recommendations and lessons learned;
• Ensures that relevant M&E information is uploaded into the project Knowledge Management System in a timely manner;
• Working with the M&E Field Coordinators, participates in the training of Field Monitoring Officers; and
• Liaises across departments internally to conduct routine monitoring and reporting, in addition to promoting best practices and lessons learned.

Required Skills & Qualifications:
• Master’s Degree in Middle East studies, international relations/development, security studies or other related field;
• Minimum of 5 years’ professional experience (excluding internships) in M&E, preferably in the Middle East;
• Experience working on the Security Sector Reform programs is highly desired;
• Excellent report writing and editing skills in English;
• Demonstrated ability to read Modern Standard Arabic fluently;
• Relevant computer software skills with proficiency in Excel and other data management systems. (Kobo, SPSS, SAS)
• Strong analytical skills and attention to detail;
• Knowledge of the Syrian context an advantage;
• Excellent written and verbal communication skills;
• Track record of delivering high quality work to tight deadlines; and
• Excellent interpersonal and communication skills.
