Leading Safe Choices Programme Evaluation Consultancy Opportunity

The RCOG is seeking a consultant(s) / agency to conduct an endline evaluation of its Leading Safe Choices pilot programme in South Africa and Tanzania.

The Leading Safe Choices programme (LSC) is a three-year pilot initiative focussed on improving the provision and uptake of family planning services and safe abortion care in South Africa and Tanzania. The programme is managed by the Royal College of Obstetricians & Gynaecologists (RCOG).

The LSC initiative aims to strengthen the competence and raise the professional standing of family planning and abortion care healthcare providers, including doctors, nurses and midwives, by promoting best practices in postpartum contraception and comprehensive abortion care (CAC) and comprehensive post abortion care (CPAC).

The main purpose of this evaluation is to assess the success of the pilot LSC initiative in South Africa and Tanzania in terms of its relevance, effectiveness, efficiency and sustainability against the programme outcomes - to increase the availability of quality PPFP and CAC/CPAC services, and change the ‘hearts and minds’ of health care professionals to improve recognition and support of these essential services. The evaluation will also demonstrate to what extent the programme is contributing towards its overall goal to reduce maternal morbidity and maternal mortality as a result of unintended pregnancy and unsafe abortion practices.

Specific tasks / outputs of the evaluator
• Review existing programme documents (TOC, logframe, service monitoring reports, best practice papers etc.)
• Finalise evaluation methodology, including additional methods to be used to address the evaluation questions and gaps in existing data, in collaboration with LSC M&E Advisor
• Develop tools for data collection for both South Africa and Tanzania context
• Conduct data collection (one fieldwork trip to each country)
• Conduct data analysis
• One evaluation report for each country to include endline reporting on programme outcomes (from various M&E sources)
• One final evaluation report combining evaluation findings for each pilot programme (e.g. 2 sections), and lessons learned to improve PPFP and CAC/CPAC services in South Africa and Tanzania and for adapting to other contexts.
Skill Requirements of the Evaluator
It is expected that the successful consultant(s) will demonstrate that they have the following core skills and experience in their proposal/ application:

• Considerable experience of carrying out health service / programme evaluations for international development.
• A sound knowledge and understanding of reproductive health, particularly contraception and safe abortion and socio-political contexts / issues
• Experience of managing and conducting research in low-income settings, and experience of working/ dealing with healthcare providers, health systems and health facilities would be particularly desirable
• Demonstrated skills and experience of qualitative and quantitative data analysis and presentation
• Ability to write and present compelling and concise consultancy reports
