Humanitaria evaluation consultancy opportunity

ActionAid is seeking qualified consultant(s) to conduct an independent evaluation of our Disaster Emergency Committee (DEC)-funded response to the 2017 East Africa drought.

As a result of the severe drought in East Africa in 2016 and 2017, ActionAid launched a humanitarian response in Kenya and Somaliland – initially using relatively small-scale funds from its internal emergency fund but significantly scaled up with Disasters Emergency Committee (DEC) funding in 2017. The DEC initial 6-month response phase 1 lasts from mid-March to the end of September 2017.

The overall purpose of the evaluation is to assess the extent to which ActionAid’s response has achieved its planned outcomes and been implemented in line with our Humanitarian Signature and commitments to the Core Humanitarian Standards.

Specifically, the evaluation will:

1. Assess the response in terms of the OECD-DAC criteria of: relevance, complementarity / coordination and coverage, efficiency, effectiveness (including timeliness) and impact .

2. Assess the extent to which ActionAid’s response has achieved its intended outcomes as given in DEC plans for Phase 1.

3. Capture lessons learnt from implementation and specific modalities of the response in each of the outcome areas.

4. Assess the extent to which the response was conducted in line with, and helped further, ActionAid’s humanitarian signature .

5. Where not covered by the point above, assess ActionAid’s accountability to affected groups considering the nine commitments of the Core Humanitarian Standard (format for doing so to be discussed).

The purpose of the independent evaluation is twofold: to provide accountability to the DEC, it’s stakeholders and donors as to the effectiveness or otherwise of the funds spent; and secondly to provide ActionAid and our partners with recommendations and learning for future responses.
