Consultancy to faciltate Adaptive Programming within Save the Children's Syria Adolescent Programme

1. Background
Save the Children has submitted an application under the Swedish Government’s Regional Strategy for the Syria Crises . The ambitious 3 year programme seeks to use adolescents’ capacity, aspirations, energy, and creativity to make them better equipped to cope and recover, to claim their right to be protected and access education. The programme will be implemented by Save the Children and its civil society partner organisations in Syria and Lebanon.

To account for the rapidly changing context the application is built around an adaptive programming approach. There is a need to build capacity and confidence within programme staff and partners on the approach and to document the process to inform Save the Children’s programming more broadly, inform Sida’s work in this area, and contribute to knowledge development within the sector as a whole.

A 5 month inception phase is planned inorder to develop and put in place the systems, processes and plans for the smooth implementation of the programme including the development of an appropriate MEAL plan, tools and methodologies and to ensure that these are embedded with staff and partners.

2. Objectives
• Adaptive programming methodology, processes and tools are developed and put in place during the inception and staff have the confidence to use them ensuring the smooth implementation of the programme going forward.
• Sida is confident that the plans, processes and tools developed meet its requirements for accountanbility and reporting.
• Learning from the process informs Save the Children’s and Sida’s work on adaptive programming in complex contexts.

3. Scope
• Facilitate the development and adoption of adaptive programming systems and processes for smooth implementation.
• Facilitate the development of a MEAL plan, tools, methodologies which integrate both conflict sensitivity and gender (separate consultants will be engaged to conduct conflict sensitivity and gender assessments during the inception phase)
• Support the collection of baseline information
• Increase staff knowledge and confidence in adaptive programming.
• Ensure a smooth handover to relevant staff
• Collect and document lessons learned from the process for internal and external use
• Engage Sida’s Syria team in the work and secure their buy in to the final products.

5. Methodology
The consultant will work as a facilitator alongside the programme manager, programme staff and partners introducing adaptive programming approaches and building their capacity and confidence in applying these approaches. The consultant will support the team and partners to develop relevant plans, systems, tools and processes to support adaptive programming implementation.

The work is expected to include face to face as well as virtual support to the programme team in Jordan and Lebanon, and the facilitation of workshops for programme staff and local civil society organisations. It will also include face to face or virtual interactions with programme staff in Stockholm and with Sida.

6. Output / end product
• Relevant plans, systems, tools and processes are in place in order to implement an adaptive programming approach within the Syria Adolescent programme.
• Sida is satisfied that the processes and tools meet its requirements for accountability and reporting.
• A report documenting the approach, recommendations and way forward
• A presentation to SC Sweden and Sida describing the process, lessons learned and way forward.

7. Duration and timing
The consultancy is to cover the full duration of the 5 month inception phase. The number of contracted days is open for negotiation. The expected start is December 2017.

The consultancy is subject to approval of the programme application by Sida which is expected in early October 2017.

8. Qualifications and experience
• Proven experience in implementing adaptive programming approaches
• Proven experience in working with Monitoring, Evaluation, Accountability and Learning (MEAL)
• Experienced facilitator
• Minimum 3 years in international development/humanitarian programming
• Academic background in relevant studies
