Tetra Tech ARD, headquartered in Burlington, Vermont is currently accepting expressions of interest from qualified candidates for a Monitoring Evaluation and Learning (MEL) Manager position on an upcoming USAID-funded program in Honduras that is designed to foster competitive, resilient, and inclusive market systems that provide increased economic opportunities that incorporate poor, marginalized Hondurans and reduce incentives to migrate.

Position Description/Summary: The Monitoring Evaluation and Learning (MEL) Manager manages all MEL staff and activities of the project. He/she ensures that each data point reported to USAID is supported with valid data in our project office. He/she ensues the MEL Plan/Performance Monitoring Plan (PMP) is successfully implemented, and updated as necessary/required by the client. The MEL Manager will be responsible for ensuring successful Data Quality Assessment(s), evaluations, and other audits.
 Oversee the MEL Plan design and development, incorporating Collaborating, Learning, and Adapting (CLA) actions.
 Supervise the work of all MEL staff on the project, including communications with partner organizations.
 Provide formal training to grantees, partners, and other relevant stakeholders on the project’s MEL systems, policies, procedures, templates, and forms.
 As required, participate in client-directed data quality assessment (DQA) and preparation of report(s).
 Verify program results with supporting documentation, photographs, and success stories.
 Ensures that all data from field based activities, grantees, sub-contractors and secondary data are input into an established project database in a timely, effective and efficient process.
 Responsible for all performance data analysis.
 Oversees and ensures the learning cycle is respected and institutionalized.
 Assist in providing concise, summarized reporting against indicators for semi-annual and annual progress reports.

 Advanced degree in Social Science, Project Management, M&E, or related field.
 At least 10 years of experience in international development, in a field related to MEL of market systems and value chains
 Proven experience actively fostering CLA, both at a project and the market actor levels.
 Extensive experience with Context Monitoring/Complexity Awareness Monitoring
 Experience monitoring the impact of activities on vulnerable populations, most especially, though not restricted to, the poor, women, and youth.
 Knowledge of agricultural market systems/agricultural and economic development sectors
 Familiar with USAID’s Local Systems Framework approach.
 At least five (5) years supervisory work experience.
 Language requirements: Full professional proficiency in English and Spanish are required.
 Proven experience in computer knowledge on database software, including: MS Excel, SPSS, and GIS for data analysis of survey and other data.
 Honduran nationals are strongly encouraged to apply.
