Feasibility of Establishment of a Network of Grain Silos and Warehouses in Tanzania

We at Sharon Consultative and Research Management (S.C.R.M.) are being invited to submit detailed proposals for the above-captioned Assignment in Tanzania which is envisaged to commence in mid-October 2017 and run for 2 – 3 months.
We seek 1 international expert, 2 – 3 national experts and 1 – 2 regional experts for the following roles:
1. Team Leader – Phd in Agric Value Chains in East Africa, over 15 years
2. Grain Production Specialist – MSc, 15 years
3. GIS Specialist – MSc, 5 – 10 years
4. Macroeconomist – MSc, 15 years
5. Marketing Specialist – MSc plus 12 years in the agri-business industry
6. Accounting & Finance Specialist, 12 years
These experts should have relevant, demonstrated experience and capacities for feasibility studies on Grain Silos & Warehouses.
The study is expected to guide the construction of mini-grain silos and warehouses in the main food crops-growing areas of Tanzania (Mbeya, Kagera, Tanga, Arusha, Kilimanjaro, Muranza, etc) based on the outcome of the feasibility study. The study should reveal the areas most suitable for the project.
Assignment will involve technical assessment of the Tanzanian market to establish optimum location and configuration of the planned silos and warehouses, taking into account road access, crop availability, seasonality, access to markets and other factors.
The results will inform the Final Investment Decision (FID) by the Board and Management of the company.
Technical Assessments will cover the following:
 Potential location and suitability based on size, method of acquisition (lease or purchase) and ownership requirements (permits / titles)
 Infrastructural requirements: buildings, civil structures, drainage, utilities, waste management, factory and plant equipment
 Optimum processes and methods to be employed in the running of the grain silos and warehouses with specific information including but not limited to the following:
i. Transport, logistics, haulage operations
ii. Methods and facilities for processing and storage (temperature control, humidity, waterproofing, etc)
iii. Methods of handling and transfer of work-in-progress
iv. Maintenance of equipment and tools
v. Methods of assessment of products and materials (weighting methods and equipment, measuring methods and facilities, counting and methods of record-keeping, etc)
vi. Appropriate information management systems
Details of the proposed methods of execution of assignment plus approaches to data collection and analysis will be required in the full proposals.
Inception Report will be expected within 1 month of contract signing and should detail the following:
• Methodology for the undertaking the feasibility study
• Prelim findings
• Background of the study
• Macroeconomic and sector context
Draft Report within 2 months of contract should cover principally:
• Technical Assessments & key findings
Final Report within 3 months of contract should include:
• Background of the Project
• Macroeconomic and sector context
• Technical Assessments
• Conclusions and Recommendations
