Evaluation Expert for the Evaluation of Regional Bureau for Latin America and the Caribbean

TERMS OF REFERENCE
For Engagement of an Evaluation Expert

Title of Assignment: EVAL 2017-05 Evaluation of Regional Bureau for Latin America and the Caribbean

Name of unit/sector: Evaluation Section, Internal Oversight Division

Place of Assignment: Geneva

Expected duration of assignment: October 1, 2017, to February 28, 2018, with no renewal possibility

1. OBJECTIVE OF THE ASSIGNMENT
1. IOD has foreseen contracting one Geneva-based evaluation expert for 50 working days distributed between October 1 and December 15, 2017. The selected expert will assist with the fieldwork, analysis, and reporting of the Evaluation of Regional Bureau for Latin America and the Caribbean.
2. DELIVERABLES/SERVICES
2. The evaluation expert would work on the following:

(a) Desk review including Inventory of activities with monitoring data and list of stakeholders for sample activities;
(b) Interview protocols and surveys for internal and external stakeholders with the purpose to learn from past experience and determine whether improvements are necessary in the activities being carried out by LAC Bureau;
(c) A representative sample of individual interviews including written interview records;
(d) Draft and final report writing including editing of the report.
3. Depending on the evaluation process, the task manager might assign the external expert with other relevant tasks during the design and implementation of this evaluation. All evaluation products will be issued in English.
3. REPORTING
4. The contracted evaluation expert shall work under the direct coordination of the task manager, evaluation section of the Internal Oversight Division.
4. REQUIRED SKILLS AND EXPERIENCE
5. The selected expert to work on this evaluation shall have the following expertise:

(a) At least 15 years of evaluation experience, more specifically organizational assessments experience, and if possible, organizational assessment of regional offices and technical assistance. ;
(b) Experience measuring the performance of regional offices’ and identification of lessons to be learnt applying evaluation tools, in the above-indicated areas, such as impact surveys and measurement techniques among other;
(c) Quantitative and qualitative data analysis expertise;
(d) Having a broad understanding of the intellectual property discourse would be desirable;
(e) Proven ability to coach and provide feedback to senior leaders;
(f) Ability to conceptualize, analyze, and draw evidence-based conclusions;
(g) Excellent communication, writing and report presentation skills;
(h) Full proficiency in English writing and speaking is essential. Very good knowledge of Spanish is desirable.
