Vacancy announcement: Experts for the Evaluation Team

Organizational Setting
The FAO Office of Evaluation (OED) is seeking Expressions of Interest (EOIs) from qualified individuals to join the team for the Evaluation of FAO’s contribution to increasing and improving provision of goods and services from agriculture, forestry and fisheries in a sustainable manner (Strategic Objective 2), scheduled from November 2017 until July 2018.
The FAO’s Reviewed Strategic Framework 2010-19, approved at the 38th Session of the FAO Conference in June 2013, outlined five new Strategic Objectives (SO) representing the areas of work on which FAO will focus its efforts in support of Member Nations, as follows:
 Contribute to the eradication of hunger, food insecurity and malnutrition (SO1)
 Increase and improve provision of goods and services from agriculture, forestry and fisheries in a sustainable manner (SO2)
 Reduce rural poverty (SO3)
 Enable more inclusive and efficient agricultural and food systems at local, national and international levels (SO4)
 Increase the resilience of livelihoods to threats and crises (SO5)
The FAO Governing bodies have requested the FAO Office of Evaluation (OED) to conduct an evaluation of FAO’s work in relation to Strategic Objective 2 “Increase and improve provision of goods and services from agriculture, forestry and fisheries in a sustainable manner”. The evaluation will need to be completed by June 2018. The evaluation will aim at providing evidence-based analysis of the appropriateness of the strategies underpinning the programme in charge of delivering FAO’s work in relation to SO2 and its achievements at this point in time.
The innovative character of FAO’s Strategic Objective 2 lies with its emphasis on the integration of work relating to the three “pillars” of sustainability - environmental, economic and social- and on FAO as vector for promoting innovative practices promoting the sustainable management of resource. This Strategic Objective thus encompasses the work that FAO is delivering in a range of sectors related to agriculture including crops, livestock, forestry, fisheries and aquaculture, as well as related issues including the role of these sectors in relation to climate change; protection or conservation of natural resources of which water; or land use. The SO2 focus reflects the outcome of the RIO+20 Conference, and aims at linking multiple contributions made by the agriculture, forestry and fisheries’ sectors to the concept of sustainable production and consumption. Implementation of SO2 therefore promotes a holistic approach across sectors, whereby FAO acts as a facilitator of a large-scale transition to more sustainable approaches, and of policy and strategic decisions from country to global levels.
The Evaluation
The evaluation will assess the totality of this wide-ranging work of the Organization in relation to SO2, including FAO’s work at global, regional and country-levels; and its contribution to relevant global processes, including conventions and treaties related to the sectors covered by SO2. It will also examine the Organization’s capacity to establish relevant and effective collaborations with partners. The evaluation will question the soundness of the SO2 logic; the efficiency of related delivery mechanisms and the results that it has produced, and seek to provide strategic recommendations accordingly.
The assessment will rely on the review of existing data and documents, including evidence from relevant evaluations; consultations with FAO staff, national and international stakeholders and partners in Rome and selected countries from all regions of FAO work. The evaluation will be led and authored by the FAO Office of Evaluation with inputs from independent technical experts, who will make substantial written contributions in their respective areas of expertise.

The evaluation will be managed by FAO Office of Evaluation (OED). International consultants will conduct the evaluation-related tasks under the supervision and guidance of OED Evaluation Manager.

The FAO Office of Evaluation is seeking experts with significant relevant experience in the following fields:
 Agricultural economics, with emphasis on sustainable agricultural production, improved efficiency of resource use, which balance the social, economic and environmental dimensions of sustainability;
 Sustainable crop and livestock development
 Sustainable forestry management
 Fisheries and sustainable management of aquatic resources
 Climate change adaptation
 Biodiversity and natural resources conservation
 Gender mainstreaming
Tasks and responsibilities
The experts will work in close collaboration with the FAO Evaluation team responsible for this evaluation. The evaluation team members should expect to work from home and to travel to Rome and to a selection of countries as part of this assignment. Main technical experts’inputs are expected during the period November 2017 – April 2018, with some contributions to the final report to be delivered by 30th May 2018. The candidates should not have been involved in the design or implementation of relevant FAO activities in recent years, and will have to sign a declaration concerning conflicts of interest. All candidates should adhere to FAO values of Commitment to FAO, Respect for All and Integrity and Transparency. CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
 Advanced university degree in relevant disciplines (sustainable agricultural development, agricultural economics, environmental science, development studies, social sciences, organizational development, policy development processes related to sustainable agricultural production, natural resources management, climate change adaptation and/or mitigation, or other relevant disciplines);
 At least 12 years of relevant experience at international level in their fields of expertise; with a strong focus or experience in development cooperation programmes in relevant areas;
 Working knowledge of English.

 Expertise in designing and carrying out evaluations of strategic programmes, institutional effectiveness mechanisms and results-based management systems;
 Knowledge of FAO structure and its organizational/institutional mechanisms, and focus areas.
Selection Criteria
 Excellent analytical and leadership skills;
 Experience working with international development organizations, such as UN agencies and international financial institutions on rural poverty reduction;
 Excellent analysis, writing and verbal communication skills;
 Good knowledge of, and network within, the main international institutions and mechanisms relevant to the evaluation;
 Fluency in a second UN/FAO official language (particularly Arabic, French and Spanish) will be advantageous.
