Terms of Reference for an Evaluation of the Impact of '9Cs'

About Us:
Marie Stopes International (MSI) is a global organisation providing personalised contraception services to women and girls. Our local teams of professionals are passionate about the work they do in communities across 37 countries. The services we provide give a woman the power to choose when she has children so that she is free to pursue her plans and dreams for herself and her family.

The primary responsibility of this role is to further MSI's Goal: The Prevention of Unwanted Births and its mission of ensuring the individual's right to: Children by Choice Not Chance.

The Role:
Marie Stopes International is seeking consultants to evaluate the impact of the nine conversations leadership programme.

The evaluation is expected to take place between mid-July - October 2017, with final output expected by mid-October. Actual dates will be discussed and confirmed with the selected consultant.

We expect consultants to propose a methodology that will answer the questions raised. We anticipate that standard evaluation methodology tools will be deployed to address the focus of the evaluation, including: questionnaire, (phone and in-person) interviews, desktop data analysis and one or two programme visits.

We expect a narrative report including statistical data to review the evidence against the methodology proposed and draw conclusions that answer the evaluation questions.

About you:
We expect that the successful consultant will demonstrate that they have the following core skills and experience in their proposal:

- Considerable experience of carrying out evaluations of training and development interventions
- Experience of social enterprises and INGOs, especially in the African context
- A sound understanding of leadership development
- Good knowledge of French (to read evaluation forms, possible field visit, etc.)
- Ability to write and present compelling and concise consultancy reports
- Stakeholder engagement - with senior leaders within each programme, at Regional Level and with the London Support Office - including the Senior leads in Operations and HR

In addition, you will be pro-choice on children by choice & not chance

The consultant may be based remotely and does not require a UK work permit if based outside of the UK. The consultant is expected to travel to one or two countries and may be requested to travel to MSI's London office.

Closing date:
Sunday 3rd September 2017 (midnight GMT). Interviews may take place before this date (for exceptional candidates).

The consultant should provide the proposed cost of the evaluation to accompany the proposal. Travel costs (airfares, hotels, etc.) will be paid for directly by MSI and should be excluded from the proposal budget.
