Vacancy for Junior Evaluation Consultant – “A Sustainable Transition in Afghanistan"

The International Development Law Organization (IDLO) has worked in Afghanistan since 2002 and launched the Justice Training Transition Program (JTTP) in 2013 for strengthening the performance of justice sector professionals and the sector overall. The first phase, implemented between January 2013 and March 2016, worked on capacity building through direct training and coaching delivery, while supporting partner institutions – the Supreme Court (SC), the Attorney General’s Office (AGO), the Ministry of Interior (MOI) and the Ministry of Justice (MOJ) - to put in place conditions to sustainably manage the CPD needs of their professional legal personnel.

The second phase, JTTP Follow-On Program (JTTP FO), is being implemented between April 2016 and November 2017. It is designed to reinforce the sustainability of emerging CPD structures through interventions at strategic and operational levels of the institutions. JTTP FO has the following outcomes and outputs.

1. Enabling conditions for Continuing Professional Development (CPD) established in partner justice institutions.
• Articulation of institutional CPD visions for professionalization is technically facilitated; and
• Definition of standards and obligations necessary to operationalize legal requirements for CPD is technically facilitated.

2. Enhanced capacity and systems of target Professional Training Departments (PTDs) to manage CPD.
• Relevant PTD personnel have the capacity to manage duties in line with TORs, and systems to manage PTD functions; and
• Development and implementation of PTD training plans is assisted.


1. The incumbent will report to the Evaluation Unit and Director of Research and Learning under a day-to-day supervision of the Evaluation Manager and will be expected to carry out the following key duties in line with the detailed evaluation Terms of Reference:

• Assist in conducting an in-depth desk review of: relevant Afghan national strategies, and program documents and reports;
• Assist in reconstructing the program’s Theory of Change and develop the Evaluation Questions and Indicators;
• Assist in identifying methodological approaches and tools to capture data (e.g. interviews and focus group discussions), in line with the expected evaluation results;
• Assist in coordination of the data collection (including the field data collection in Afghanistan), administering it with program stakeholders and beneficiaries such as program trainers, trainees, and other stakeholders relevant for the evaluation’s scope. This includes hands-on support in identifying key informants, setting-up relevant meetings and providing related administrative/logistical support.

2. The incumbent will support preparation of the following deliverables:

• Inception Note (presenting the situational background, the evaluation design and the list of key informants in the field);
• Draft Evaluation Report (presenting the evaluation findings, conclusions/lessons learned and recommendations where the “causal link” is strictly observed);
• Finalized Evaluation Report, incorporating feedback from all relevant program stakeholders.
