Recruiting an M&E Consultant - Conciliation Resources

Conciliation Resources is currently implementing a 5-year strategic plan (2016-2020), entitled: Partnering for Peace. The plan outlines three overarching goals - (1) causes and drivers of conflict; (2) approaches to building peace support inclusion; (3) policy is prioritising conflict prevention and peacebuilding. Each goal is underpinned by a set of intended outcomes, nine outcomes in total.

In 2016, Conciliation Resources developed a Results Framework to track progress towards the strategic goals and outcomes. Although Conciliation Resources has key elements of a results-based monitoring and evaluation system in place, there are some challenges that need to be overcome to ensure the system is effective: there is no underlying organisational logic model or theory of change; the current Results Framework is long, detailed and too operational; lack of staff buy-in to the current Results Framework; evaluation is project-focused rather than strategic; reporting is focused on activities rather than impact.

Support Required
To overcome these challenges, Conciliation Resources requires an M&E consultant to accompany the Head of Monitoring, Evaluation and Reporting (MER) to develop and refine the current M&E system. In collaboration with the Head of MER and the Programmes Officer, the consultant will

- Build on the theory of change groundwork that has already been done to develop an organisational theory of change that is aligned to Conciliation Resources current strategic plan.
- Develop a high-level Results Framework that aligns to the theory of change and strategic plan. The Results Framework will be developed to meet several different purposes (i) satisfy internal and external accountability requirements; (ii) encourage learning and critical reflection; (iii) provide timely information to inform decision making and resource allocation.
- Carry out 1-day M&E workshops for staff in order to develop their knowledge and skills of M&E; and build consensus and support for M&E within Conciliation Resources.
- Develop the broad outline of a monitoring and evaluation strategy that shapes how the M&E system will be operationalised and implemented beyond the consultancy

Criteria for consultant selection
- Experience of developing a theory of change at the organisational level
- Experience of designing and using results-based frameworks at the organisational level
- Experience and knowledge of designing and implementing M&E systems at the organisational level
- Sound knowledge and understanding of the peacebuilding sector

The consultancy will begin in August 2017 and will be completed by end of January 2018. During this timeframe, the consultant will provide between 15 and 20 days consultancy support. This support will involve a combination of remote working and visits to Conciliation Resources office in London.
