DCoP/M&E specialist for OFDA/USAID project

A colleague is looking for a DCoP/M&E specialist to be based in Nairobi for a USAID project. Kenyan national, preferably of Somali origin or experience working in Somalia is preferred. If
Position description: The Deputy Chief of Party must provide the overall technical direction to the Contractor’s team on monitoring methodology and data analysis. He or she will be responsible for the design of the monitoring plan, data collection tools and other required deliverables.
Required experience:
▪ The Deputy Chief of Party must have at least seven (7) years of progressively responsible experience related to the task order subject matter. Within the seven years of experience, the Deputy Chief of Party should have at least two (2) years of experience managing teams and at least one (1) year of experience working in conflict zones.
▪ The Deputy Chief of Party must have previous experience providing technical support to third- party monitoring projects, M&E support projects, or evaluations.
Desired experience:
▪ The Deputy Chief of Party should have previous experience conducting quantitative and qualitative field research in conflict zones.
▪ Previous experience working on programs implemented in Somalia is desirable.
Required Education:
● The Deputy Chief of Party must hold a Bachelor’s degree in International Affairs, Social Science, or a related field.
Desired Education:
● A Master’s degree in International Affairs, Social Science, Statistics, or a related field is highly desirable.
Skills: The Deputy Chief of Party must have excellent oral and written communication skills, analytic skills, interpersonal skills, and team management skills.
Experience in designing and implementing large-scale, complex monitoring projects. Knowledge and understanding of humanitarian principles and humanitarian operations, explicitly demonstrated through applicable experience.
Experience in data collection and field research methods and collecting data in complex environments using rigorous, verifiable, and ethical methods of data collection. The managers in the team must have prior experience in data collection, and the enumerators in the field must be trained in data collection.
