Senior Monitoring Analyst, USAID/OFDA Darfur Monitoring Project, Sudan

Project Summary:
Through the USAID-funded Darfur Monitoring Project (DMP), MSI and its partner, the International Organization for Migration (IOM), established and manage a third-party monitoring system to collect data related to the outputs and lessons learned from humanitarian programs in Darfur, Sudan, funded by USAID’s Office of Foreign Disaster Assistance (OFDA). The overall goal of the project is to increase OFDA’s access to independent, verifiable data related to the quantity, quality and progress of projects it supports in Darfur. This increased access to data will allow OFDA to make more evidence-based program design, implementation and strategy decisions.

Position Summary:
Based in Khartoum, the senior monitoring analyst will work as part of the IOM team to lead the technical design, implementation, data analysis and report-writing aspects of the DMP. The senior monitoring analyst will be responsible for ensuring the quality of data collected in the field is valid and in line with the project’s technical design. S/he will also facilitate any training needed on the use of the monitoring system tools and technologies, perform continuous reviews on incoming data to ensure its validity and integrity and troubleshoot issues and obstacles as they occur. The period of performance is through April 20, 2018. This position is with IOM, and the hiring for this position will be conducted by IOM.

Responsibilities:
• Serve as primary technical focal point for the project.
• Maintain the established third-party monitoring system that provides OFDA staff qualitative and quantitative data about the status, progress, successes and challenges of projects in Darfur.
• Liaise with technical specialists to ensure monitoring and verification activities are optimally designed, implemented, analyzed and reported for the WASH and Health Sectors.
• Work closely with the IOM project coordinator to ensure primary data collection is conducted in an accurate, comprehensive, safe and timely manner.
• Analyze primary, secondary and tertiary data in order to compile monthly and semi-annual reports.
• Participate in workshops and dialogues with OFDA, implementing partners, sub-contractors and other relevant stakeholders as needed.
• Work with the M&E technology specialist to ensure the data capture and handling tools effectively support all field and office-based activities.
• Conduct data quality assessments and lessons learned reports.
• Collaborate effectively with team members in Darfur, Khartoum, the United States, and elsewhere.
• Design final presentations for improved OFDA and implementing partner programming.
• Assist the Chief of Party in technical and operational duties as needed.
• Provide technical support to program and partner staff as needed.

Qualifications:
• Master’s degree from an accredited academic institution in international affairs, social science or a related field.
• Minimum of 10 years of experience in humanitarian, transition or development field with at least three years of experience in conflict zones.
• Previous experience designing and conducting third-party monitoring projects, writing monitoring reports, conducting quantitative and qualitative field research and analysis.
• Previous experience conducting portfolio-level monitoring projects in insecure locations.
• Previous experience with remote data collection, remote verification, and managing sub-contractors is desirable.
• Excellent oral and written communication skills in English, analytical competencies, interpersonal and team building skills, and management competency within a multi-cultural environment.
• Demonstrated ability to work under pressure and meet deliverables within a given timeframe.
