Team Leader, Monitoring & Evaluation Support Project (MESP) Project, Indonesia

Project Summary:
The USAID/Indonesia Monitoring & Evaluation Support Project (MESP) works to improve the functioning and effectiveness of USAID’s strategy and portfolio in Indonesia. MESP provides services in performance monitoring, evaluation, assessment and analysis, training, knowledge sharing, and learning events.

Under MESP, MSI has been asked to conduct a Donor Project Sustainability Assessment of recently concluded projects that addressed decentralization and governance reform in Indonesia. The purpose of the assessment is to inform current and future program design and implementation by donor agencies and their implementing partners and GOI counterparts. The assessment is expected to begin in June 2017 and last until August 2017.

Position Summary:
MSI is seeking a Team Leader for this assessment. The team leader will lead and take part in all assessment activities and will be responsible for the overall conduct and deliverables of the assignment. The assessment will begin in June 2017, with fieldwork starting in June or July. The completed assessment report will be submitted to MSI by the end of August. The anticipated level of effort for the team leader is 50 workdays.

The purpose of this assessment of donor projects addressing decentralization and governance reform is to inform current and future program design and implementation by donor agencies and their implementing partners and GOI counterparts. Assessment findings will also inform GOI strategies for program sustainability. More specifically, the assessment will provide information and analysis that will help USAID and other donors do the following:

• Maximize effectiveness and impact of decentralized governance projects in Indonesia.
• Incorporate sustainability lessons into program designs and portfolio strategies.
• Increase the spread of effective, sustainable development interventions.
• Capacitate GOI and local government counterparts and help USAID and other donors prepare exit strategies for their programming in this area.

To do that, the assessment will capture and analyze lessons learned from recently concluded projects addressing multiple aspects of local governance in Indonesia. The assessment will also provide recommendations for future approaches and enhanced sustainability. Specific questions to be addressed by the Assessment team include:

• How has sustainability been defined by donors, counterparts, and implementing partners related to the decentralized governance projects being assessed?
• What aspects of the projects being assessed show signs of sustainability, in terms of methodology, interventions, policies, cooperation, coordination, et al?
• What factors led to the sustainability of project interventions? What factors inhibited sustainability
• How can USAID and other donors best use lessons from assessed projects in rolling out or encouraging sustainability aspects in their current and future portfolios

Responsibilities:
The Team Leader is responsible for all deliverables, including the assessment report. Specific responsibilities include:
• Manage and oversee the activities of the assessment team, drawing of strengths of individual team members to produce the best possible Assessment Report.
• Ensure that the assessment and report address all issues and requirements in the USAID-approved Statement of Work.
• Participate in planning with other team members, MESP, USAID, and participating international donor agencies.
• Lead the development of the Assessment Work Plan, including the detailed schedule for information gathering and analysis, and interview instruments for assessment fieldwork.
• Guide qualitative data collection and fieldwork, which will include desk review, key informant interviews, and/or focus group discussions in Jakarta and multiple provinces.
• Provide the assessment team with insight into local governance and decentralization in Indonesia, and best practices in these areas from worldwide donor programs.
• Analyze data and information that has been collected.
• Present Assessment findings to USAID, developing presentation materials.
• Lead the writing of the assessment report, including responding to and incorporating USAID inputs regarding the draft report.
• Undertake other tasks as required for the successful completion of the Assessment.

Qualifications:
• University degree in relevant social science field (e.g., political science, public administration, et al.); advanced degree (master’s or higher) preferred.
• Minimum of 10 years of relevant professional experience dealing with decentralization and governance reform in Indonesia or Southeast Asia.
• Extensive knowledge of local governance and decentralization issues in Indonesia or Southeast Asia, including policies and implementation.
• Experience managing or coordinating international donor programs; experience coordinating across multiple donor organizations preferred.
• Experience leading successful project or program assessments or evaluations; strong team leadership skills.
• Excellent analytical and personal communication skills.
• Excellent English speaking and writing skills, including assessments or evaluations.
• Strong presentation skills.
• Ability to take initiative and complete work within tight deadlines.
