Project Summary:
In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives.

Position Summary:
MSI is seeking a qualified Team Leader for the performance monitoring of USAID’s Development Objective (DO) 5 (Health) activities. USAID’s Maternal, Newborn and Child Health (MNCH) flagship program is comprised of five interrelated components: Family Planning/Reproductive Health (FP/RH), Maternal Newborn and Child Health (MNCH), Health Communication, Health Commodities, and Supply Chain, and Health System Strengthening (HSS). Several national and international public health organizations implement these individual programs.
This monitoring assignment will focus on verifying and validating four key activities within DO 5 and provide an independent perspective of DO 5 activity performance. The monitoring will begin on or about July 1, 2017 and continue for approximately three years. The anticipated level of effort for the Team Lead is up to 15 days every month. The team implementing this assignment will consist of internal MSI staff and contracted specialists.

Review all relevant documents required to understand the monitoring.
Participate in a Team Planning Workshop (TPW) in Islamabad/Karachi to finalize the monitoring design.
Provide health sector expertise and perspective to the entire monitoring assignment.
During the TPW, develop data collection instruments and data collection and analysis plans.
Guide, and at times lead, field research activities, including managing field supervisors to oversee the collection of high-quality data.
As required, conduct key informant interviews (KIIs) with government officials and other relevant health personnel.
Participate in data analysis.
Draft monthly and quarterly monitoring reports for submission to USAID/Pakistan.
Draft other reports, briefs, and summaries, when required.
Contribute to a debriefing session with USAID/Pakistan.
Undertake other tasks required for the successful completion of the study.

A Master’s degree in public health, social sciences, or a related field.
Demonstrated expertise in health system strengthening and MNCH programs.
At least seven (7) years of experience designing, implementing, monitoring, and/or evaluating health projects in Pakistan.
Excellent analytical and communication skills and ability to work as a member of a team.
Excellent English writing and speaking skills.
