Request for Proposals: Outcomes Evaluation, Humanitarian Trainee Scheme/Talent Development

Save the Children are looking for an individual/ agency to conduct an outcomes-based evaluation of the entry-level Humanitarian Trainee Scheme which has been running since 2015 as part of Talent Development under the DEPP (Disasters and Emergencies Preparedness Programme).

The Entry-Level Humanitarian Trainee Scheme (HTS) is a year-long programme, led by Save the Children. It aims to train 175 individuals who are beginning their career in the humanitarian sector, through on-the-job experience, simulation training, distance learning and coaching. The first Humanitarian Trainee Scheme graduated in May 2016 a further three cycles graduated in early 2017 and the final three cycles are set to graduate mid-2017.

The evaluation will serve to:

•Assess the contribution HTS has made to the capacity of entry-level trainees

•Collate the evidence of the extent to which HTS has achieved its objectives

•Identify the enabling and constraining factors of effective capacity building of entry-level humanitarians

•Identify key recommendations for similar entry-level capacity building schemes
