We are currently seeking qualified candidates for the position of Technical Advisor, Monitoring & Evaluation (M&E) for the USAID-funded project, Linkages across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES), under the President's Emergency Plan for AIDS Relief (PEPFAR) program. LINKAGES is implemented by FHI 360 in partnership with Pact, IntraHealth and the University of North Carolina at Chapel Hill, and conducts a range of activities to reduce HIV transmission among key populations (KP) — sex workers, men who have sex with men, transgender persons and people who inject drugs — and improve their enrollment and retention in care and treatment across the HIV cascade.

Job Summary / Responsibilities:

The Technical Advisor, Monitoring and Evaluation will work closely with the Deputy Director Strategic Information (SI), other member of the LINKAGES SI team, Project Directors and technical experts in supporting projects, primarily in Francophone countries, to develop and implement robust M&E systems that generate high quality data for performance improvement.

Lead the development and implementation of M&E plans/PMP for country projects
Support the development of robust M&E systems for country offices and CBOs engaged in LINKAGES
Provide advice to Ministries of Health and other relevant government agencies regarding the design and implementation of national M&E systems for key populations
Design data quality assurance program and participate in data quality assessments for high quality reporting
Build capacity of M&E Advisors from country projects and community based organizations, through identification of technical assistance and training needs
Coordinate technical assistance and training to country projects in the areas of M&E and PEPFAR/USAID reporting
Ensure timely submission of all required reports from NGO grantees
Oversee compilation of data and preparation of project reports when necessary (monthly, quarterly and bi-annual)
Oversee the development of appropriate analytical frameworks, and build staff as well as partner capacity in data analysis and use
Work as part of a team to support the use of data from various sources to assess project performance and support performance improvement
Support the design and implementation of facility and population based surveys
Conduct rigorous analysis of data from surveys and other sources to support the development of peer reviewed and other relevant publications including conference presentations
Assist with the identification, documentation, and dissemination of project experiences, lessons learned, and success stories
Help determine the effectiveness of project interventions by leading the design and implementation of evaluation studies
Provide leadership and technical assistance for the development of electronic data management systems
Represent the project at national, regional, and international meetings as required
Coordinate and support inter-institutional M&E Technical Working Groups (TWGs) by organizing meetings, preparation of project briefings, and training events etc.


Master’s Degree or its International Equivalent - Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
5-8 Years of relevant experience in management of large projects and/or programs.
Has ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
Proficient writing and verbal communication skills.
Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
Must be able to read, write and speak fluent English; fluent in host country language.
Experience in specialized technical/medical field of study.

Preferred Qualifications:
MS/MA/MPH in public health or related field plus at least 5 to 8 years of relevant experience
Fluency in French is required
Knowledge of different approaches for estimating the size of key populations
Knowledge and understanding of HMIS, survey methodologies,
Experience developing Monitoring and Evaluation systems for projects providing community based services
Knowledge of statistics, epidemiology, research methodology, sampling, data collection and analysis
Experience conducting data analysis using Stata, SAS, EpiInfo or SPSS or other relevant software.
Experience working with and reporting results to USAID/PEPFAR including USAID reporting requirements. Good understanding of PEPFAR Indicators
Experience with training and other capacity building methods for HMIS
Must be able to work with multi-disciplinary teams
Excellent written and verbal communication skills with ability to synthesize information quickly
Personnel and consultant management experience
Ability to travel nationally and internationally as needed, including travel to developing countries up to 40% time
