Consultancy for Endline Research Studies:

Prevalence and Public Justice System Performance Study
IJM Uganda, Program to Combat Property Grabbing
Mukono County

International Justice Mission (IJM) seeks a qualified consultant to conduct an endline study from July to November 2017. The study will assess the prevalence of property grabbing and knowledge and attitudes/perceptions of, as well as behaviors of various stakeholders around this phenomenon. The study will also include a public justice system performance component, focusing on the systems, structures, and officials involved in the criminal prosecution of property grabbing crimes. The study will include a household survey of widows, police and court case file reviews, key informant interviews, and focus group discussions.

The consultant must collaborate with the IJM study team to design the methodology and implement the study on time and within budget.

Interested consultants should submit their application by close of business Friday, 17 March 2017. Applications should include the following information:

• Qualifications: Consultant CV(s) and an explanation of qualifications to carry out each study specified. If applying for all three studies, a team of multi-disciplinary consultants with varying backgrounds will be necessary. Or, if applying for only one or two of the studies, individual applications are acceptable. Specific skills required of consultant or team of consultants:
 At least one person on the study team must have a master’s level degree in International Development, International Economics, Statistics, Public Health, or related field
 At least five years of experience in monitoring and evaluation of community-based or national-scale programs
 Experience working in the legal/justice sector, familiar with the public justice system in Uganda (police, courts, etc.)
 Knowledge of applicable Uganda land legislation
 Experience conducting operations research, implementation science, or other research studies
 Proven performance in conducting quantitative research studies at household level, including methodology and sampling strategy development as well as statistical competence in a quantitative data analysis software
 (FGDs/KIIs) Proven performance in facilitating focus groups and interviews with rigorous qualitative research methods and implementation techniques, with preference in an African and village context
 (Case File Reviews) Familiarity and expertise in reviewing government files for data collection and interpretation
 Expertise in developing M&E systems (mobile and hard copy data collection tools, strategies, appropriate indicators, data management systems, etc) for community-based and large-scale projects
 Ability to work proficiently in all Microsoft Office programs such as Word and Excel
 Proven written and oral capabilities in English
• Availability: The consultant’s availability for an introductory meeting in late May and to conduct the endline studies between 1 July and 30 November 2017.conduct the endline studies between 1 July and 30 November 2017.
• Budget: Should include a high-level budget. Highlight the consultant’s daily rate, or product rate, and any other key budget details. The application should also include three previous daily/product rates.
• References: List three references, including brief summary of work and client contact details.
