The Director of the Strategic Information for Impact (SII) Unit is responsible for managing the day-to-day operations and activities of the SII unit and leading PCI’s Monitoring, Learning and Evaluation (MLE) strategy. It requires strong MLE, proposal and reporting support to staff at the headquarters (HQ) office and in the field. This position requires high engagement in professional networking in the Washington, DC area and the international PVO/NGO environment, and is responsible for positioning PCI as a thought-leader in innovative and effective evaluations.
Key Duties and Responsibilities:
1.Management and Leadership (50%)
•Oversee SII Unit communications, including coordination of weekly SII team meetings and individual staff check-ins.
•Resolve unit level issues that arise with staff, field teams and donors by offering and implementing constructive and practical solutions.
•Manage the allocation of time and responsibilities for supervised personnel.
•Ensure the SII Unit’s effective implementation of MLE standards
•Provide mentorship to SII Unit members and strive to maintain a high level of staff retention through staff development, career growth opportunities, and staff loyalty.
•Conduct performance reviews of supervised personnel and provides feedback through informal and formal mechanisms, including regular team meetings, individual meetings, and annual performance reviews.
•Maintain effective coordination with IO, field MLE focal points, operations and other members of the SII Unit on reporting as needed for relevant programs.
•Build synergies with other PCI departments, units and field teams through high-level advice and counsel on all MLE areas.
2.MLE Technical Support and Proposal Development: (30%): ◦Provide on-site and remote technical assistance in MLE system design and rollout for start-up countries and new programs.
◦Support implementation of MLE plans and provide technical assistance as needed.
◦Support the coordination, design and implementation of project evaluations, including baseline assessments and special studies.
•Coordinate and/or provide technical assistance on reporting as needed for relevant programs, including technical review and editing/writing reports. ◦Ensure timely submission of reports while contributing towards their quality, as needed.
◦Strengthen the organizational capacity through the application of state of the art MLE methods and techniques, including program/project/study design.
◦Collaborate and support proposal preparation for new and/or expanded programs
◦Provide technical assistance in developing, writing, and/or reviewing project proposals and detailed implementation plans.
3.Support PCI Outreach Strategy and Leverage Professional Networks (10%)
•Support efforts to identify and facilitate access to financial, material, organizational (partnerships) and individual (consultants, interns, volunteers) resources both internally and externally for effective implementation of the SII strategy
•Support efforts to increase PCI’s visibility, recognition and positioning, in accordance with Strategic Plan priorities.
•Support the identification of opportunities and provide support to share PCI’s promising practices with donors, other international PVO/NGOs and other relevant entities.
•Through technical and sectoral networks in the Washington, D.C. area, bring to PCI state-of-the-art thinking and practices within the MLE field of peer organizations and donors, to build partnerships and strengthen resource sharing.
•Support the development of effective systems for documentation and sharing of results both within and outside of PCI.
•Support preparation and submission of abstracts to priority conferences.
•Support development of manuscripts for publication, including adaptation of conference or resource materials, and generation of original content.
•Monitor list-serves and other sources of SOTA information and share within PCI.
4.Lead the Design and Implementation of an Effective Organizational MLE strategy (10%):
•Lead the review and updating of organizational MLE materials.
•Lead the development and implementation of a global MLE capacity building agenda.
•Support the identification, documentation and sharing, both within PCI and externally, of best and promising practices in support of and in coordination with a broader knowledge management effort:
•Advanced degree (Masters required) in Public Health, Biological, Environmental, Social Welfare or Social Science.
•At least 10 years of professional experience in management, staff supervision and MLE related to international development programs and sound experience in planning, programming and evaluation, with at least 5 years in a similar role.
•Proven leadership ability and collaborative approach to finding solutions and achieving quality work.
•Strong negotiation and facilitation skills. Proven capacity to effectively manage processes and programs, as well as manage and mentor staff with various levels of skills and experience.
•Ability to develop and maintain positive relationships with staff, professional contacts, resources and/or networks and relate to people with sensitivity, tact, discretion and professionalism.
•Ability to work effectively in a team environment with both technical and non-technical staff.
•Strong writing and editing skills for a variety of audiences with proven capacity to write for donors and for publication. Reports include: scientific publications, promotional materials, and research proposals.
•Excellent verbal and written communication skills.
•Excellent inter-personal and inter-cultural skills.
•Experience supporting and coordinating proposal preparation or other writing teams.
•Strong computer skills and proficient in Microsoft Office.
•Strong understanding of data management and principles of database design and analysis.
•Experience and capacity in institutionalizing systems and standards throughout an organization.
•Ability to travel internationally, including to remote and/or resource-limited areas (25%-40%).
•Experience in a variety of technical areas and integrated technical approaches including: community development and civil society, HIV/AIDS and other infectious diseases, maternal and child health, food and nutrition security, humanitarian assistance, gender, and disaster risk reduction
•Considerable work experience and capacity to collaborate with partners at multiple levels, including MOH officials, NGOs (local and international), representatives of civil society and USAID partners.
•Spanish fluency preferred, French language skills desirable
•Participate in PCI’s innovation efforts and in teams on innovation initiatives
•A passion for the mission and values of PCI
