Project Summary
In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

Position Summary
MSI is seeking a qualified Maternal and Child Health Specialist for a mid-term performance evaluation of the USAID/Pakistan Maternal, Newborn, and Child Health (MNCH) services project. The MNCH project is a five-year Associate Cooperative Agreement awarded in 2013 and implemented by Jhpiego, in partnership with Save the Children and John Snow Inc. (JSI) focused on improving maternal and child health outcomes in targeted areas. The evaluation will assess the extent to which the project is achieving its objectives and generate conclusions and recommendations to help USAID/Pakistan and the implementing partner improve effectiveness and efficiency in the remaining years of the program. It will also identify innovations, best practices, poor performing activities, and lessons learned to guide the design of future similar programs.
The assignment is expected to require about 59 days of work, approximately half of which would be in field areas of Sindh.

• Review all relevant documents required to understand the evaluation.
• Participate in a Team Planning Workshop (TPW) in Islamabad to finalize the evaluation design and develop data collection instruments and data collection and analysis plans.
• Participate in, and at times lead, field research activities, including supervising field researchers, to collect high-quality data.
• Participate in data analysis and report writing.
• Contribute to a debriefing session with USAID/Pakistan.
• Undertake other tasks required for the successful completion of the study.

• A Master’s degree in public health, social sciences, or a related field.
• Demonstrated expertise in the field of maternal and child health.
• At least seven (7) years of experience designing, implementing, and/or evaluating public health and maternal and child health care projects in Pakistan. Experience in Sindh preferred.
• Familiarity with USAID and USAID evaluation policy.
• Excellent analytical and personal communication skills.
• Excellent English writing skills.
