Transport Sector Performance Monitoring and Evaluation Expert, MCC Data Quality Review, Liberia

Proposal Objective:
Social Impact is preparing a proposal to the Millennium Challenge Corporation (MCC) to perform an independent data quality review (DQA). The review will analyze the indicators and data to be collected as part of the Millennium Challenge Account (MCA) Liberia Monitoring & Evaluation (M&E) Plan.

Position Description:
SI is seeking a Transport Sector Performance Monitoring and Evaluation Expert to advise on the DQA methodology and M&E plan, conducting performance monitoring and analysis, and lead data collection efforts. S/he will ensure that transport and roads indicators and collected data are of quality. This will be a short-term position based in Liberia. The period of performance will be approximately six months, beginning in March 2016.

Responsibilities:
• Advise and guide on the M&E Plan and Data Quality Review methodology for the Liberia Compact implementation as appropriate.
• Develop evaluation methodologies and manage teams in primary data collection.
• Collect and manage all project-related performance data on transport sector and roads projects.
• Analyze and summarize performance monitoring data.
• Conduct regular management reviews to assess progress and achievements, and to make corrections, if needed, to meet the activity objectives and outcomes.
• Attend regular meetings with implementing entities, government partners, donors, and other key stakeholders.
• Assist the Team Leader in preparing a Needs Assessment and Capacity Building Report after the Final Data Quality Review Report has been submitted.
• Present monitoring data on a monthly basis to project technical staff, as required.

Qualifications:
• A minimum of a Master’s degree in road engineering or its equivalent and must be registered in an Engineering professional registration body.
• Minimum of 10 years of professional experience in transport engineering and road maintenance planning.
• Extensive experience and/or familiarity with local and international road network standards, performance monitoring, benchmarking and transport sector institutions and policies.
• Strong quantitative data collection and analytical skills.
• At least seven years of general experience in analyzing transport sector data.
• At least five years of experience in designing and using data gathering tools for transport sector performance monitoring.
• Experience in implementation of at least two road maintenance or related projects, preferably in developing countries.
• Fluency in written and spoken English.
• Computer literate.
