Social Impact (SI) is a Washington, DC-area international development management consulting firm. Proposal Objective:
SI is preparing a proposal to USAID/Jordan to support the Government of Jordan (GoJ) to improve public financial management and increase economic stability. The four-year activity will improve the GoJ’s institutional capability and policies, strengthening public-private dialogue on fiscal policy choices and ensuring that fiscal reforms are gender sensitive and more inclusive of vulnerable populations. It is anticipated to begin April 2016 and run through September 2020.

Position Description:
SI is seeking a full-time Senior Monitoring and Evaluation (M&E) Specialist to oversee the M&E of this project. S/he will be responsible for leading evaluation design/methodologies, conducting performance monitoring and analysis, and leading data collection efforts for project activities. This will be a full-time position based in Amman, Jordan.

Responsibilities:
• Develop evaluation methodologies and manage teams in primary data collection.
• Develop indicators that include a mix of both third-party and activity-level data to ensure a wide spectrum of data sources is used to evaluate performance.
• Collect and manage all project-related performance data.
• Analyze and summarize performance monitoring data.
• Conduct regular management reviews to assess progress and achievements, and to make corrections, if needed, to meet the activity objectives and outcomes.
• Attend regular meetings with implementing partners, government partners, donors, and other key stakeholders to discuss the progress of individual interventions and activity outcomes to facilitate learning and identify ways to implement necessary mid-term adjustments.
• Conduct a mid-term evaluation to validate the key assumptions in the log frame and to inform implementation over the remaining three years of the project.
• Maintain the main project indicator database and filing system.
• Provide training on the online reporting system, the project monitoring system, and the project indicators.
• Present monitoring data on a monthly basis to project technical staff, as required.

Qualifications:
• Minimum eight years of demonstrated knowledge in program/activity and strategy designs, design and implementation of performance monitoring tools and mechanisms (performance output and impact indicators), information/data gathering, results reporting, design and implementation of impact assessments and evaluations, surveys and quantitative analysis in international development.
• A Bachelor’s degree is required in a relevant field (e.g., statistics, mathematics, and development).
• Demonstrated success in providing technical and programmatic guidance to diverse stakeholders on optimal mechanisms and methodologies for quality performance monitoring, data validations, planning, quality controls, accountability mechanisms, assessments and evaluations.
• Experience in the unique demands of monitoring and evaluating gender programs in complex, culturally diverse settings is required.
• Excellent verbal and written English language skills are required.
