Proposal Objective:
Social Impact is preparing a proposal for an upcoming project. This anticipated five-year project will procure the technical support services in performance management. The contract will provide support for USAID/Iraq’s efforts in the areas of project monitoring, evaluation, research, organizational learning, and knowledge management. The primary purpose of this award is to improve performance management at all levels to help the Mission meet Agency requirements, make better informed strategic and management decisions, and advance USAID learning on effective development approaches.

Position Description:
SI is seeking a Local Data Collection Manager to oversee monitoring and reporting databases for this M&E contract. S/he will coordinate with other M&E staff to ensure data consistency, integrity and accuracy, and lead data analysis per USAID rules and regulations. This position is long-term and full-time, to be based in Baghdad, Iraq.

**Please note: This is a local position. Only candidates with Iraqi citizenship will be considered.**

• Assist with developing databases for monitoring and evaluations to meet current programmatic needs.
• Receive data and information from program staff in Arabic or English.
• Review, analyze, and validate data to ensure consistency, integrity and accuracy.
• Lead the development and implementation of strategy for data cleaning.
• Generate data retrievals and summaries.
• Draft output reports, as required, based on USAID/Iraq needs.
• Assist in devising and standardizing data management procedures.
• Train database users. Supervise local data collectors.
• Maintain, analyze, troubleshoot, and repair office computer systems, hardware and computer peripherals.
• Perform other duties as assigned by Senior M&E staff and Chief of Party.
• Provide the USAID – Iraq with all the technical support in GIS.

• Undergraduate degree in public administration, law, government, international relations, journalism, or other related field or commensurate experience is required.
• Minimum of five years of progressively responsible, professional-level experience in monitoring and evaluation, data analysis and information systems.
• Direct experience with USAID/Iraq or other development projects in-country is preferable.
• Arabic fluency speaking, reading, and writing are required. English professional speaking, reading, and writing are required. Ability to speak Kurdish is desirable.
• Ability to travel within region of assignment and to USAID or Social Impact hosted events for 1-2 days at a time is required.
• Strong organizational, interpersonal, communication and administrative skills are required.
• Must be able to exercise good judgment and to act with minimal direct oversight.
• The ability to present ideas and complex arguments, in writing and in oral presentations, in a logical and persuasive manner, is required.
• Proven ability to interact effectively with a range of stakeholders is necessary, for example to interview project beneficiaries, observe meetings with high-level central and provincial government interlocutors, as well as donors and implementing partner personnel.
• Strong computer skills for written document preparation (e.g. MS Word and Google database) are required. Strong computer skills for other types of presentations (e.g. MS Excel, MS PowerPoint) are desirable.
