Team Leader, Monitoring and Evaluation of ADB’s Skills For Employment Investment Program (SEIP) Project, Bangladesh

Proposal Objective:
SI is pursuing an expected monitoring and evaluation (M&E) intervention of the ADB’s SEIP project. The overall objective of the project is to qualitatively and quantitatively expand the skilling capacity of identified public and private training providers by establishing and operationalizing a responsive skills ecosystem and delivery mechanism through a combination of well-defined set of funding triggers and targeted capacity support. This assignment will cover three areas: (i) undertaking regular monitoring in the selected training providers to validate their information and reporting and ensuring quality of the training programs; (ii) supporting the Skills Development Coordination and Monitoring Unit (SDCMU) in updating of SEIP key indicators against baseline information and targets; and (iii) assisting the SDCMU to prepare quarterly and annual progress reports for the SEIP. The duration of the assignment is 24 months. It is expected that the services will commence from June 2016.

Position Description:
SI is seeking a Team Leader to lead this activity. The Team leader will be responsible for the overall implementation of the evaluation, ensuring that all expected tasks and deliverables are achieved on time and are of high quality.

• Oversee the overall drafting of the evaluation framework, including methodology determinations; organization of calendar/travel/meetings; oversee the desk study, interviews, and other data collection.
• Analyze the data with input from team members, the Skills Development Coordination and Monitoring Unit (SDCMU) and ADB/Bangladesh in order to draft and finalize the monthly monitoring and quarterly/annual program progress reports.
• Develop a plan to support the three major areas (independent monitoring/random checks, reporting on key program indicators, and quarterly and annual progress reports).
• With inputs from other members of the team, develop formats and guidelines for monthly independent monitoring and reporting in line with the requirements.
• Organize focus group discussions and workshops to gather information and to identify mechanisms to improve monitoring and reporting mechanisms.
• Conduct training on monitoring and reporting for the focal persons responsible for monitoring and reporting in the training institutions engaged by the SDCMU.
• Assisting with preparation of the monthly monitoring and quarterly/annual program progress reports.
• Assist the SDCMU with any other related tasks.

• Master’s degree in economics, statistics or social science.
• 15 years of experience in monitoring and evaluation, including five years of experience preferably in externally-funded education and technical education and vocational training projects.
• Proficient in the use of computers.
• Excellent analytical and communication skills.
