Evaluation Specialist (Two Positions), Mid-Term Evaluation of Ba Distrito Program, Timor-Leste

Social Impact (SI) is a Washington, DC-area international development management consulting firm. Proposal Objective:
SI is responding to a request for task order proposal within the USAID Asia Learning, Monitoring, and Evaluation (ALME)/Regional Development Mission in Asia (RDMA) IDIQ. The purpose of this task order is to conduct a mid-term evaluation of USAID’s Ba Distrito Program, implemented by Counterpart International. The evaluation will conduct and assess baseline surveys as well as identify challenges faced and present recommendations for addressing them. The anticipated period of performance is 4 months, with work tentatively starting in December 2015 or January 2016.

Position Description:
SI is seeking two Evaluation Specialists to propose to USAID/Timor-Leste to serve as team members in this evaluation effort.

Responsibilities:
• The Evaluation Specialist should provide technical assistance, working with the Team Leader, in the development and conduct of M&E Plans as well as the development of monitoring and data collection tools.

Qualifications:
• Must have an advanced degree in a relevant field
• Significant work experience in implementing, designing, and evaluating activities that support local governance and access to justice in a developing country context
• Senior professional, capable of engaging constructively and effectively with USG and senior host country counterparts and government officials
• Excellent English writing and verbal presentation skills, preferably with experience in evaluations
• Democracy, Rights, and Governance sector experience or knowledge preferred
