medica mondiale e.V. is a German based feminist women’s rights organisation supporting women and girls in war and conflict regions. medica mondiale provides psychosocial and legal counselling and trauma sensitive medical consultation, and enhances protection – both through its own projects and in co-operation with local women’s organizations. At a political level, medica mondiale actively advocates the enforcement of women’s rights and interests and demands consistent punishment of crimes as well as effective protection, justice and political ownership for women survivors of sexual and gender based violence. The project plan comprises a mid-term evaluation which was carried out in 2011 and a final evaluation.
Expression of interest - medica mondiale is seeking a qualified female expert for the external final evaluation in Afghanistan
With funds from the European Commission medica mondiale and its partners organizations Medica Afghanistan (MAWSO) and Women for Afghan Women (WAW) have been conducting the project “Legal and social protection of Afghan Women and girls at risk and children detained with their mothers” since 2009. The project has an overall budget of €3.500.000 all of it being financed by the European Commission and is due to end in December 2012. The activities unfold in the main cities of Kabul, Mazar-e-Sharif, Herat and Jalalabad.
The overall objective (OO) of the intervention is that, by the end of the programme, the vulnerability of women and girls at risk from harmful practices is addressed.
Four specific objectives (SO) have been identified:
SO1: Enhanced access in 3 provincial capital cities (Kabul, Mazar, Jalalabad) for Afghan women/girls at risk to legal aid (professional legal counselling and civil/criminal defence), to social protection services (professional family counselling and mediation via Family Guidance Centres (FGCs) ), and to social inclusion (re-integration into family or society).
SO2: Development and assessment of a replicable model of protective care for over-age children (for reasons of family conflict) with their mothers in prison.
SO3: Strengthen public, private and civil society bodies to exercise social protection and rights of Afghan women/girls at risk in Kabul, Mazar, Jalalabad and Herat.
SO4: Support Afghanistan’s reporting to national and international bodies on progress on related AC/MDG targets and the situation of women/girls at risk.
The work is divided amongst both organisations mm covering Mazar and Herat while WAW is present in Jalalabad. Both organisations have their main offices and also implement activities in Kabul.
Except from SO2 which is implemented by WAW, both organisations are involved in the realisation of the other SOs.
The evaluation mission in Afghanistan will start in September. Planned are min. 14 days on site in Kabul and depending on the security situation at least in one of the above mentioned cities and another 7 days for preparation, writing reports and a concluding discussion in Cologne.
Type of evaluation: Final evaluation
Objective of the evaluation: to provide medica mondiale, its partners and the EC with sufficient information to make an informed judgment about the past performance of the project ( its efficiency, effectiveness, and impact), document lessons learned and recommendations for fellow up actions
The methodology to be adopted during the evaluation will be developed in detail by the consultant and discussed with medica mondiale and its partners in its preliminary stages. It is planned to engage a afghan – co-evaluator.

The ideal candidate shall fulfill the following prerequisites:
Experiences as an evaluator of EC funded projects
Proven experience in evaluation methodology and practice
Regional knowledge, previous experience in Afghanistan is strongly preferred
Excellent and proven report writing and verbal communication skills in English, German and Dari would be an asset
Knowledge about psycho-social work and legal aid in the field of violence against women mainly in conflict regions
Experiences in conflict regions and intercultural competences
