The International Planned Parenthood Federation (IPPF) is seeking a coordinating consultant or group to assess a 3-yr adolescent and youth sexual and reproductive health and rights programme funded by Danida. The assessment must be completed during the period of June 2012 – March 2013.

IPPF is the largest global NGO working in the field of sexual and reproductive health and rights. Through its Member Associations (MAs) IPPF provides a comprehensive range of services and is a leading advocate of sexual and reproductive health and rights for all at the local, national, regional and global levels. Adolescent and youth programmes are a key priority for IPPF.
In 2010, the Ministry of Foreign Affairs of Denmark, Danida, awarded a 3-year grant to the International Planned Parenthood Federation (IPPF) to implement the ““Adolescents and Advocacy for Sexual and Reproductive Health and Rights” project, hereafter referred to as the A+ programme. The goal of the A+ programme is for all adolescents and young people to be aware of their sexual and reproductive health and rights, empowered to make informed choices and decisions regarding their sexual and reproductive health, and able to act on them.
The A+ programme was designed to systematically build the capacity of 16 IPPF Member Associations (MAs) in South Asia, Central America and Sub-Saharan Africa to deliver sustainable, rights-based and client-centred youth programmes with an integrated approach to sexual and reproductive health services, comprehensive sexuality education and advocacy. The A+ Programme also aims to reinforce IPPF Secretariat’s role as a coordinating body and global advocate for young people’s sexual and reproductive rights.
The programme has four global objectives:
(i) To increase institutional commitment of IPPF MAs to young people’s sexual rights
(ii) To build a supportive community for young people’s SRHR
(iii) To strengthen and expand existing services for young people, especially the most underserved and vulnerable.
(iv) To increase access to comprehensive, youth friendly, gender sensitive sexuality education
The sixteen participating Member Associations are in: Afghanistan, Bangladesh, Benin, Bolivia, Burkina Faso, Ghana, Kenya, Malawi, Mozambique, Namibia, Nepal, Nicaragua, Rwanda, Togo, Uganda and Zambia.
II. VALUES OF THE ASSESSMENT
The external assessment will build on IPPF’s Adolescent Review (2007), the IPPF Mid-term Review (2010), the 2010 SALIN+ Evaluation, and A+ progress reports. Further, the assessment ethics and approach must be in line with Sexual Rights: an IPPF declaration. Whilst the extent to which each MA applies sexual rights varies, it should serve as the benchmark against which we assess all of our work with young people.
IPPF’s youth work is rooted in the firm belief that young people are rights-holders and have the right to be actively involved in decision-making processes that affect their lives, their sexual and reproductive health and well-being. This belief should be reflected in the assessment and efforts should be made to meaningfully engage young people throughout the assessment. In addition, a holistic view of the rights and development of young people, extending beyond narrow physical health outcomes, should be adopted.
The assessment methodology should be empowering for IPPF Member Associations and Regional Offices by allowing space for collaborative and constructive planning and dialogue. The assessment should help Member Associations and Regional Offices to identify capacity-building needs and provide guidance on how to use the process and findings of the assessment for future programme development.
As an organisational learning tool, the assessment process and outputs should be accessible (not too technical) for all and speak specifically to IPPF’s work with adolescents and young people rather than overly theoretical analyses. The assessment findings should be presented in a way that is easy to read and should focus on practical, pragmatic and realistic recommendations.
III. OBJECTIVES OF THE ASSESSMENT
The main objectives of the assessment are to:
1. Assess achievements in relation to the programme objectives and assess the value added by the A+ programme to IPPF Member Associations, Regional Offices and Central Office
2. Generate evidence about innovations, good practices and key themes related to youth-friendly services, comprehensive sexuality education and advocacy for young people’s sexual rights that can be scaled up;
3. Identify programme implementation challenges and develop recommendations to strengthen IPPF youth programmes with a focus on sustainability;
4. Increase awareness about the approaches and outcomes of IPPF youth programmes (internally and externally)
Specific objectives for each country will be determined by the consultant and IPPF in the preparation for the in-country visits.

The Danida A+ assessment will cover two levels of IPPF’s work – the secretariat level (IPPF’s Central Office in London and Regional Offices in Delhi, Nairobi and New York) and in-depth data collection from a selection of Member Associations that participated in the Danida A+ programme. The methodology at both levels will be finalised in consultation between the consultant and IPPF, but is likely to incorporate the following components:
1. A desk review of background documents, progress reports, service statistics and key IPPF resources, including an analysis of IPPF service statistics, project data and global indicators for the 16 A+ grant-receiving Member Associations;
2. Analysis of national health and demographic data in relation to youth (10 – 25 yrs) sexual and reproductive health in each of the 4 – 6 countries (to give context to the evaluation in each country);
3. Consultation with IPPF Regional Offices, IPPF Central Office, partners and other stakeholders (ex: interviews, surveys, etc);
4. A pilot assessment visit to one A+ project site to validate the proposed assessment framework. Amendments to the framework will be done in collaboration between IPPF Central Office and the consultant;
5. In-country assessment visits to 3 – 5 A+ project countries (at least one trip to South Asia, one to Central America and two to Sub-Saharan Africa). The team should consult with primary and secondary stakeholders and with recipients of the services.
6. Methods to assess value for money and/or cost-effectiveness. These areas are relatively new for IPPF, so this assessment will help to develop systems and methods that can be replicated for measuring cost-effectiveness and/or value for money more broadly.
7. Methods to incorporate meaningful and innovative youth participation, especially for the country visits.
A strong emphasis must be placed on participatory and empowering methods, including both qualitative and quantitative methods. IPPF is seeking innovative approaches to ensure meaningful youth participation throughout the assessment. We are also keen on creative methodologies that foster learning and sharing about the assessment process and findings.
V. DUTIES AND RESPONSIBILITIES OF CONSULTANT
We envisage that the development and co-ordination of the assessment, as well as the final report, will be led by one main consultant or a research institute. The main consultant has the option of working with local consultants to do the in-country assessments, if the consistency and quality of the assessment can be assured.
The consultant will be responsible for the following:
1. Regular meetings with IPPF Central Office Youth Team, in line with key milestones in the assessment process;
2. Development of an overall assessment framework in consultation with IPPF;
3. Preparation of a standardised guide for in-country assessment to be used by local consultants to ensure consistency (if applicable);
4. Data collection and analysis of global, regional and Member Association data (following the agreed assessment framework)
5. Coordination, collation and quality control of in-country reports from local consultants (if applicable);
6. Collaboration with IPPF Regional Offices assess regional components of the A+ programme;
7. Preparation of a final assessment analysis that incorporates findings from the country assessments, Regional Office and Central Office assessments. The final analysis should be presented in an accessible and innovative format to encourage widespread readership and usage. It should include the following elements:
• Executive summary detailing the key findings, conclusion and most important recommendations for IPPF and its Member Associations
• Key achievements and outcomes of the A+ programme, including progress in relation to each of the four global A+ objectives
• Unintended results and added value of the programme in relation to MAs’ and IPPF Youth Programme and national health system strengthening
• Challenges and barriers that exist in relation to young people’s sexual rights
• Models for promising and good practices of youth SRH and CSE programming
• Assessment of value for money, effectiveness and sustainability
• Recommendations for follow-up and areas of improvement
• Advice for IPPF on how to utilise the assessment to inform future programme development and communications assets
8. Development of an innovative dissemination plan (and possibly specific dissemination tools) for the findings of the assessment in collaboration with IPPF.
The deliverables of the consultancy are as follows:
1. A draft framework and guide for the in-country and regional assessments
2. Analysis of service statistics from all 16 A+ MAs
3. Pilot visit to one A+ MA to test the draft assessment framework
4. Adaptation of the draft assessment framework and in-country guide following the pilot, leading to final version of the assessment framework and in-country guide
5. Reports for all in-country assessments (including the pilot country) and IPPF secretariat assessment(s)
6. Final assessment analysis/report using an innovative and accessible format that incorporates the findings from all in-country reports and IPPF secretariat assessment(s)
7. An actionable dissemination plan for the final analysis report/output of the assessment, including options for dissemination through non-traditional communications channels
8. A presentation of key findings from the assessment at IPPF Central Office in London.
VII. PROFILE FOR LEAD ASSESSMENT CONSULTANT/RESEARCH INSTITUTE
IPPF will recruit one lead consultant or research institute to oversee the assessment. The required skills and experiences are as follows:
• Extensive knowledge and experience with youth rights, sexuality, sexual rights and gender International programmatic experience in these areas is desirable.
• Commitment to the sexual rights of young people, including an acceptance that all young people are sexual beings and that some are sexually active
• Previous experience monitoring and evaluating SRHR projects in developing countries, preferably youth-focused projects
• Experience applying participatory evaluation methodologies in cross-cultural settings
• Interviewing skills, especially with young people
• Experience working with different models of youth participation is desirable
• Capacity to analyse qualitative and quantitative data in a systematic way
• Experience assessing financial management systems
• Experience with cost-effectiveness and/or value for money assessments
• Sound understanding of the components of youth-friendly sexual and reproductive health service provision
• Sensitivity to different cultural and religious contexts
• Ability to present complex information in a concise, clear and accessible way
• Excellent writing, analytic and communication skills
• Fluency in written and spoken English. Ability to work in French and/or Spanish desirable.
• Ability and commitment to complete deliverables by an agreed timeframe
• Previous experience of successful dissemination of research/assessment findings
