CARE International UK (CIUK) is recruiting a Governance & Accountability Advisor. As a member of the Governance Team, you will be responsible for providing technical advice on project design, implementation and M&E to CARE Country Offices implementing governance programming. You will lead on exciting work to support CARE’s efforts to strengthen accountability to all our stakeholders, in particular focusing on accountability and feedback mechanisms with target populations. Your role will also involve providing support to CIUK’s Humanitarian Team accountability work (20%), setting up accountability processes within emergency responses. You will be ideally placed to identify opportunities for cross learning between broader Governance Team work on accountability between citizens and state / power holders and that of NGOs to their target groups and across CARE’s different programming areas. You will ensure that learning and evidence is adequately captured and disseminated to interested internal and external parties and contribute to the development and roll out of new CARE International institutional mechanisms for promoting accountability.
The successful candidate will have in-depth understanding of programme quality and accountability frameworks and standards including current trends and thinking in both the humanitarian and development sectors. You will have experience of working with accountability processes that promote beneficiary feedback, as well as of providing technical assistance to programmes that promote engagement by citizens and CSOs aimed at holding the state to account for their performance, allocation and use of public resources. The candidate will hold a degree in a relevant subject, preferably to postgraduate level, or relevant field experience. You will have strong project and budget management skills (including M+E) and will have experience of liaising with donors. Proven team working and high quality writing and communication skills are essential. Fluency in either French or Spanish is desirable.
